MITRE Delivers Recommendations to Office of Management and Budget from the Federal Workforce Symposium

Report outlines challenges, opportunities, and actions from the Symposium on the Federal Workforce for the 21st Century

MCLEAN, Va. and BEDFORD, Mass., Oct. 23, 2018 (GLOBE NEWSWIRE) -- The MITRE Corporation today released the Symposium on the Federal Workforce for the 21st Century Report, recently provided to the U.S. Office of Management and Budget (OMB). The report highlights nine recommendations related to talent acquisition and development, performance management and compensation, and civil service reform to address workforce challenges experienced by agencies and their employees.

On September 12, OMB and MITRE convened more than 150 leaders and workforce experts from the private sector, academia, federal and state agencies, and non-profit organizations from across the country for a full-day symposium to discuss workforce challenges and share their practices and lessons learned. The objective was to identify a set of best practices to advance the federal workplace goal in the President’s Management Agenda (PMA). MITRE compiled and analyzed the ideas from the discussion in this report to provide key recommended practices and actions for the government’s consideration.

“In order to drive positive change that benefits the American people, it is vital to get views from beyond the Beltway. Business leaders and human capital experts joined federal leaders to discuss leading practices in transformational change around people and the workforce in the 21st Century,” said Margaret Weichert, OMB deputy director for management and acting director at the Office of Personnel Management. “The symposium was a unique opportunity to think differently about systemic HR issues that affect the President’s Management Agenda.”

James Cook, MITRE vice president of strategic engagement and partnerships, said, “MITRE provided OMB with an independent view of the day’s discussion and a proposed set of next steps and recommended actions. These recommendations are drawn from the experiences shared by the participants and our own experience addressing the human aspects of technology-driven change. We’ve also provided OMB with a proposed model against which they can test and evaluate any actions they decide to take.”

Throughout the symposium, participants from diverse sectors—private, public, academia, and non-profits representing a cross-section of functional areas—shared accounts of their activities, decisions, and experiences around workforce development and management practices.
